Police scarecrows staged in Mumbai
Mumbai traffic police have recruited dummy policemen to check motorists from speeding on the highways, they are hoping that drivers are scared into obeying the law. Harish Baijal, Deputy Commissioner of Police (Traffic) said, "Even if people know it is a cut out the first reaction will be to slow down. It is self disciplining that we are trying to get them to do."
