Rahmatulla Nurimbetov, the national coordinator of the Shanghai Cooperation Organisation, or SCO, in Uzbekistan, which is hosting the summit this year, has said the grouping "will not deliver any negative message" that could be seen as anti-West as Xi Jinping and Vladimir Putin would attend the summit. "Samarkand is the place where east and west meet. This summit will deliver a message of broader cooperation instead of conflict," Rahmatulla Nurimbetov told NDTV. "Without physical contact it is very difficult to resolve issues. Countries should use the SCO platform to also discuss bilateral issues and resolve problematic matters," the official said, alluding to India and China.
