Right to food a reality now, but is malnutrition, not hunger the real issue?
The UPA's food security scheme hopes to solve the hunger of India's needy. States like Andhra Pradesh, for instance, that already provide rice at one rupee a kg to all poor families, ironically still report malnutrition and starvation. Experts say the problem is leakages and also not so much hunger but malnutrition. And that is something the food subsidy does not address.
