Leaders of three southern states and a union territory got together this week to voice their dissatisfaction with the ToRs of the 15th Finance Commissions. While the leaders claim that the southern states are being penalised for having succeeded in keeping a check on their population, the biggest contention seems to be the change of base year from 1971 to 2011. Arun Jaitley tried to allay these fears to no avail.
