Sena members admitted they have been asked to stay away from the vote, signalling that the party has caved under pressure from its new Maharashtra ally Congress. Behind the U-turn from one house to the other is the Congress, which has made clear its displeasure over Sena's support to the bill in the Lok Sabha.
