The Northeast and Manipur, in particular, is a very complex region and the situation in the state needs a deep understanding, defence expert Major General GG Dwivedi (Retired) said. The situation in Manipur could have been averted if the was an effective administration and the state government had acted firmly with the support of the Centre, adding, that the situation in 2004 was even worse, now there's anarchy and 4,000-5,000 people are armed.
