Karnataka Chief Minister Siddaramaiah has written to the Chief Ministers of Kerala, Tamil Nadu, Andhra Pradesh, Telangana, Maharashtra, Gujarat, Haryana and Punjab inviting them for a conclave to discuss what he calls unfair devolution of tax revenue from the Centre to states with higher Gross State Domestic Product (GSDP) per capita. Siddaramaiah says higher-income states are being penalized for their economic performance and says this undermines cooperative federalism and threatens the financial autonomy of progressive states.
