'Under-achiever' Manmohan Singh makes Time cover
The Time magazine's cover article, calling the Prime Minister an 'under-achiever', has given the Opposition yet another opportunity to raise the issue of Manmohan Singh's performance. But Congress is not ready to give much importance to what the magazine has come out with.
