"Last year, the original allocation (for capital expenditure) was Rs 5.5 lakh crore. The revised estimate is Rs 6 lakh crores. The numbers show that money (capital expenditure) was utilised," says Dr Rajiv Kumar, Vice Chairman of Niti Aayog on questions over the increase in capital expenditure in the Union Budget.
