The Congress' Assembly elections nightmare is not over yet. Scarcely had it sewn up a government in Uttarakhand, that it has open rebellion on its hands with veteran leader Harish Rawat has threatened to quit the party unless he is made Chief Minister. The Congress has for now dug in its heels and said its first choice, Vijay Bahugana, will be sworn in CM at 5 pm today in Dehradun.
