A day after communal clashes over a small plot of land situated next to a Gurudwara in Saharanpur in Uttar Pradesh left three dead, 38 people have been arrested and close to 2000 paramilitary forces deployed. Nine FIRs have been filed, but now the political blame game has begun. UP leaders allege it's no coincidence that riots are happening in an area where by-polls are due. We ask: is this failure of governance, or are events playing to a script yet again?
