A controversial statement by Health Minister Gulam Nabi Azad suggests that doctors who are seeking to work or study in the US will now not get a No Objection Certificate from the government until they commit themselves to coming back to India and working for a stipulated period of time. It has been even suggested by the parliamentary panels in the past that there should be an exit tax imposed on those who have studied in some of our finest institutes like the IITs and IIMs - the argument being that they have studied at subsidised rates, so there should be some method of making them give back.
