Brasilia, Brazil: Brazil's suspended President Dilma Rousseff said she is preparing a letter to Brazilians that will offer a new political pact that could include a referendum on calling early elections if she survives an impeachment trial in the Senate.

Rousseff told foreign correspondents that she hopes to sway undecided senators, and the letter would be released before the Senate votes in mid-August on whether to convict her of breaking budget laws, a charge she says was trumped up to remove her from office.
