Police official Dan Bahadur Karki said the bus rolled about 300 meters (980 feet) from the road near Chatiwan village before the wreckage got stuck on trees.
Rescuers were trying to help the injured and pull out the bodies, but the wreckage was on a slope and it was difficult for them to reach.
