Hanoi, Vietnam: Ecuador's Foreign Minister Ricardo Patino says he doesn't know where Edward Snowden is or what travel documents the National Security Agency leaker might be using.
Ecuador is one of the countries where Snowden has requested asylum.
The United States has annulled his passport and wants Snowden returned home to face espionage charges for revealing details of two surveillance programs.
Snowdenarrived in Moscow on Sunday but failed to board a flight to Cuba after registering a seat.
Mr Patino said the US State Department had spoken with his ministry, but "as long as it's only a verbal communication, there could be some misunderstanding." He said he would rather have a document on which to base his decision.
