In addition to being the seat of European Union government and the capital of Belgium, Brussels has become a focus of counterterrorism investigations, notably since the Paris attacks.
The blasts at the airport and metro station occurred four days after the arrest in Brussels of a suspected participant in November militant attacks in Paris that killed 130 people.
Belgian minister Didier Reynders said fear suspects are still at large in the city that is home to NATO and the European Union.
"We are lax and we are foolish," said Trump, the front-runner in the race for the Republican nomination in the November election.

Prime Minister Michel has said that the "blind, violent and cowardly" attacks on Brussels airport and the metro system today were a "black day" for the country and had left many dead.
"This is a day of tragedy, a black day," Mr Michel said on national television, with the death toll put at 21 so far and expected to rise further.
"Though the attacks are in Brussels, the whole of Europe has been hit," Mr Hollande said in a statement, urging Europe to take "vital steps in the face of the seriousness of the threat."
The Belgian capital was out put on maximum terror alert and all of public transport throughout the city shut down. At the Zaventem Airport, the blasts collapsed ceilings in the departure hall and left pools of blood amid splintered signs and abandoned luggage.

The explosion happened as the train arrived at metro station during the morning rush hour, several other Belgian media reported but did not confirm the number of casualties.
"I will be chairing a COBRA meeting on the events in Brussels later this morning," David Cameron said a short while ago.
"The metro was leaving Maelbeek station for metro when there was a really loud explosion," said Alexandre Brans, 32, wiping blood from his face. "It was panic everywhere. There were a lot of people in the metro."
First responders ran through the street outside with two people on stretchers, their clothes badly torn.
The explosions happened only days after Salah Abdeslam, the prime suspect in the November 13 Paris attacks that killed 130 people, was arrested in Brussels.
"It was atrocious. The ceilings collapsed," he said. "There was blood everywhere, injured people, bags everywhere."
"We were walking in the debris. It was a war scene," he said.
A blast has been reported at a metro station close to European Union institutions in Brussels, not long after explosions tore through the departure hall of the Belgian city's airport on Tuesday morning, killing up to ten dead and injuring several others.

On March 19, the prime surviving suspect for November's Paris attacks was shot in the leg and captured during a police raid in Brussels, ending an intensive four-month manhunt.
Salah Abdeslam told investigators he planned to blow himself up at a sports stadium with fellow Islamic State militants but changed his mind.
The gun and bomb attacks in Paris at a football stadium, bars and a concert hall killed 130 people and marked the deadliest militant assault in Europe since 2004.
Sky News television's Alex Rossi, at the scene, said he heard two "very, very loud explosions".
"I could feel the building move. There was also dust and smoke as well...I went towards where the explosion came from and there were people coming out looking very dazed and shocked."
"The thinking here is that it is some kind of terrorist attack - that hasn't been verified by any of the authorities here at the airport."
