French President Francois Hollande said Friday that local elections planned by pro-Russian rebels in eastern Ukraine, a major sticking point in the conflict's peace process, could not take place as scheduled on October 18.
Hollande said after a summit in Paris between Germany, France, Russia and Ukraine that the elections "must be held according to Ukraine's electoral law".
