Lok Sabha today passed a bill which provides for apprenticeship training to non-engineering graduates and diploma holders besides others to expand the base of skilled workers in the country.
Arun Jaitley:
- The provision was that the President, that is the government, will appoint the judges and will seeks the advice of the Supreme Court or High Court.
- The judicial institution was the institution to be consulted and due weight was given.
- Whatever the judicial institution said normally was given primacy.
- In 1993, the Constitution was rewritten to say judges will appoint judges and they will consult the Executive. If the Executive has a contrarian view, effectively the due regard which should be given to it has not been given.
- Effort now is that we restore the spirit of the original Constitution.
- Are we going to create executive primacy? The answer is no. Are we going to keep judicial primacy? The answer is yes.
- Composition of collegium is identical - predominant strength is of the judicial institution.
- The balancing act is let this power be exercised collectively - but in that the primacy of the judiciary is maintained.

- Had the widest consultation possible with so many eminent jurists, so please don't say I haven't done my homework.
- As far as inquiring into complaints against judges are concerned, that must be dealt with the judiciary alone.
- Concerns of the states have been duly factored in - in a subsequent bill.

The opposition Congress has decided to back the Narendra Modi government's bill to change the system of appointing judges in the Lok Sabha today, but with riders.
'I assure the deputy speaker that you will get all the cooperation from the treasury benches and the government in discharging duties'.




How judges are promoted or transferred in India is set to change dramatically - the opposition Congress has decided to support the government's proposal, which means that the plan will clear both houses of Parliament with ease.

On the eve of Prime Minister Narendra Modi's visit to Jammu and Kashmir, the Centre said it wants a permanent solution to the Kashmitr issue and was even willing to have a dialogue under the ambit of "insaniyat" (humanity) to address it.

In an apparent move to ensure its smooth functioning, the Rajya Sabha will have its Question Hour at 12 noon from the next session of parliament while the Zero Hour has been slotted for 11 am as soon as the House assembles for the day.
The Lok Sabha will elect a Deputy Speaker on Wednesday, if there is more than one candidate for the post. The BJP-led NDA government is expected to field M Thambidurai from J Jayalalithaa's AIADMK, with an eye on the party's support in the other house, the Rajya Sabha.

Finance Minister Arun Jaitley detailed his budget for 2014-15 today, the first under Prime Minister Narendra Modi's new government.

Mr Gowda had said, after assuming charge, that his focus will be on safety, security and speed. So, the budget is expected to focus on providing better amenities to passengers including an improved catering service on the railways, still the main form of long-distance travel for most of India's population of 1.2 billion people. Mr Modi and his team need to find a sustainable fix to the funding crunch facing the railways, and there are suggestions that it could open it up to foreign investors, a move resisted by the railways in the past.
The BJP has said modernisation of the decrepit and over-burdened train network tops its ambitious agenda for infrastructure-building in India. Dilapidated transportation has held back growth of Asia's third-largest economy, analysts say.
Analysts say as much as $500 billion, or nearly Rs. 30 lakh crore, must be invested over the next decade to overhaul the Victorian-era network. To help fund new wagon purchases, modernise track, revamp lines and improve safety, the government had recently hiked passenger fares by 14.2 per cent and freight rates by 6.5 per cent -- the steepest rise in 15 years and a politically controversial move. A public outcry saw the government later partially climb down over city commuter fare hikes, underscoring the difficulty in reducing subsidies in a tough economic environment.
Defending the hike, Arun Jaitley yesterday accused the previous Congress-led UPA government of running the mammoth Railways into deep losses. He pointed out that the railways makes a Rs. 30,000 crore loss only on passenger fares and said India's arterial transport would have come to a standstill if the issue of fares was not addressed.
In the union budget, Mr Jaitley is expected to press forward with fuel price rises as part of efforts to curb subsidies. India's subsidies on energy, food and fertiliser total some Rs. 2.6 lakh crore annually.

The rail budget is traditionally seen to set the stage for the union budget - to be presented on Thursday and in which the ruling BJP will lay out its economic reform plans.
The United Progressive Alliance or UPA could not project a united picture in the Rajya Sabha today with NCP not joining the walkout staged by the Congress after it expressed dissatisfaction over the Finance Minister Arun Jaitley's reply on the discussion on inflation on the opening day of the Budget session.
"If somebody comes to me and talks to me, be it Congress or any other party, I will definitely talk to them," Ms Mahajan told reporters.

Finance Minister Arun Jaitley, in a reply to a discussion in the Rajya Sabha, put the blame for rise in prices of essentials, squarely on the previous Congress-led UPA government.

Little seemed to have changed in Parliament other than the seating arrangement - the BJP is now on the right of the Speaker, the Congress to the Left - as the Narendra Modi government's first Budget session began today.
Slogan-shouting began right away and the Lok Sabha has seen multiple adjournments already. On day one, the new government confronted an opposition united in its attack over the rising cost of essentials. There was no Question Hour in either House as slogans drowned proceedings; a discussion began almost immediately in the Rajya Sabha, with Finance Minister Arun Jaitley, who is also leader of the House, agreeing to question hour being set aside for the debate.
In the Lok Sabha, the government and opposition are locked in battle over how to debate the issue. The House has been adjourned thrice with Opposition MPs rushing into the well of the House demanding a discussion under rules that have voting at the end of a debate. The government has agreed to a discussion, but without voting and though the Speaker has allotted two and a half hours today for debate, many of the opposition parties are refusing to budge. Fresh trouble over price rise debate in Lok Sabha as all Opposition parties aren't agreeing to a debate without voting.

There was no Question Hour in either House of Parliament on the first day of the Budget session today, with the Opposition closing ranks demanding immediate discussions on the issue of rise in prices of essentials.

Rising prices affect every section of society. And it has been the tradition of the house that on such important matters, an adjournment motion is brought in. We will not be able to discharge our responsibility (as opposition) if we don't bring in an adjournment motion. It also censures the government. This is not a matter of mere discussion or debate.

In Lok Sabha, the Government agreed for a discussion on price rise under Rule 193 (that does not entail voting)
The opposition parties - Congress, Trinamool Congress, Mulayam Singh Yadav's Samajwadi Party, Lalu Prasad Yadav's RJD and the Left parties - insisted on either an adjournment motion or discussuion under Rule 184 that entails voting.
They started shouting after the Speaker refused to an adjournment motion. The House has been adjourned till 2 PM.
Kamal Nath says the adjournment motion is also a way of censuring the government, price rise is not a matter of mere discussion.

Shiv Sena MP Pratap Rao Jhadav said how 'Balasaheb Thackrey had envisaged someday the saffron flag will flutter at the Red Fort and this has happened.'
The Opposition protested and the house adjourned for 15 minutes.
Sena MP and Union Minister Anant Geete later said there is some confusion and misunderstanding. He said Balasaheb respected the Constitution immensely and always said people in courts should take oath in the name of the Constitution.

President Pranab Mukherjee will address a joint sitting of Parliament on Monday, laying the roadmap of the new government headed by Narendra Modi.

Parliament should be known for holding healthy discussions and debates like earlier, new Lok Sabha Speaker Sumitra Mahajan said on Friday and appealed to the members for their cooperation in running the house in an orderly manner.
